Full restart of Google Drive

To fully restart Google Drive on a Windows PC:

1. Press Ctrl - Shift - Esc (on the right side of your keyboard)

2. In the window that appears, scroll down to Google Drive

3. Right-click Google Drive and choose "End task"

4. Repeat for any other entry for Google Drive

5. Close that window

6. Click ⊞ > All Apps > Google Drive

Optional: 

1. Click ⊞ > All Apps

2. Right-click Google Drive

3. Choose "Pin to Start"

4. Open the start menu again (Click ⊞)

5. Find Google Drive in the list of icons (not in All Apps) and right-click it

6. Choose "Move to front"

Google Drive should now appear on the first screen you see when you click ⊞.
